Richmond Man Charged with Animal Cruelty

Police in Richmond have charged an Oak Street man with animal cruelty after finding a small puppy locked inside a vehicle. Police say the temperature was around 83 degrees. An officer and a good Samaritan were able to unlock a door and free the dog who was given water. 18-year-old Cameron Hunter was identified as the owner. Police say the dog was in the car between 30-45 minutes.
